Gibraltar Regulatory Authority
The GRA, established under the Gibraltar Regulatory Authority Ordinance 2000, is the statutory body responsible for overseeing the regulation of the telecommunications sector in Gibraltar under the Telecommunications Ordinance 2000 and accompanying Regulations.
They are also responsible for the management of the non-military radio spectrum in Gibraltar, which involves, commissioning research, allocating spectrum and licensing its use, and keeping the radio spectrum clean.
The GRA was established with the responsibility for regulating the rapidly changing telecommunications sector in Gibraltar and ensuring a smooth transition to the liberalisation of the telecommunications market in compliance with E.U. law and the laws of Gibraltar.
The Authority, which was established under the Gibraltar Regulatory Authority Ordinance in October 2000, seeks to ensure that consumer demands for competitive services of the highest quality at a reasonable cost, are met in a prompt and efficient manner.
The GRA's role is to regulate and facilitate the development of the telecommunications sector in Gibraltar. Its responsibilities include economic regulation, technical regulation, enforcement of fair competition rules, setting of technical standards, co-ordinating the development of the telecommunications infrastructure, investigating consumers and industry complaints, managing the radio spectrum, providing advice to the Minister on telecommunications matters and on the issuing of different types of licences.
